Author: Zhang Jiwu April 2015 published in the "World of Medical Devices" (as cited article, please indicate the source, thank you.)

The development of history has its inevitable. With the deepening of people's understanding of nature, X-rays were discovered, and X-ray machines appeared. Humans began to get more living information. With the advancement of computer technology, CT (Computed Tomography) and DR appeared. (Digital Radiography digital X-ray machine), human beings enter the era of digital medical care; with the maturity of a large number of digital medical equipment, how to effectively use equipment to obtain information becomes a requirement, and PACS (Picture Archiving & Communication) has appeared in the field of radiology. System, medical image storage and communication system); accordingly, the communication between these devices and the system requires a set of document standards that everyone can abide by, so DICOM (Digital Imaging and Communications in Medicine) standards came into being; further, these systems (PACS) and equipment (CT, DR), etc. based on these file standards, fully interconnected through a reasonable and standardized working path, construct a complete medical information service system, making IHE (Integrating the Healthcare Enterprise, integration ( Integrated) medical Configuration) standard has become a historical necessity.
Every historical event happened with some accidents. Roentgen carefully observed the exposed film and found the X-ray. Hounsfield won the Nobel Prize for inventing the CT machine. The most interesting thing is the development of PACS. It was originally because radiologists in the United States were too expensive. Many hospitals hired a radiologist. The earliest was a shift. The doctors worked in the first home for a few days a week. Days, the third home to do a few days, and later found that the efficiency is too low, patients come to the hospital not necessarily according to the time of the doctor to the hospital, and the emergency is very delayed, so several hospitals, technical and technical personnel to help achieve image Transmission allows the radiologist to diagnose in any hospital, greatly improving work efficiency and reducing costs. The emergence of the DICOM standard is that during the PACS implementation process, the file formats of major companies are found to be different. Therefore, several large companies such as GE, Siemens, and Philips negotiated based on their respective image file standards, achieving compromise and consistency, and jointly using a file format. , DICOM. DICOM matured from 1.0 to 3.0, so everyone is using the 3.0 standard. These examples are very proof that Engels said: "Whenever there is a technical need in society, this need will push science forward even more than ten universities." (Selected Works of Marx and Engels, Vol. 4, People's Publishing House, 1995) Year edition, page 732.)
IHE itself is the inevitable development of DICOM and HL7. The introduction and promotion of IHE in China is also a series of opportunities.
What is IHE:
IHE (Integrating the Healthcare Enterprise) was initiated in 1998 by the Radiological Society of North America (RSNA) and the American Association for Healthcare Information and Management Systems (HIMSS), which includes organizations, medical experts, information specialists, and equipment manufacturers. Develop and abide by unified medical information standards and transmission specifications, realize the standardized transmission and accurate mutual recognition of medical information, and realize the information intercommunication, integration and sharing of various digital medical systems in the world.
origin:

Back to 2002, Dean Dai Jianping, as the chairman of the China Radiological Society, attended the RSNA (North American Radiological Society) annual meeting and exchanged views with the RSNA chairman. China will send representatives to participate in IHE international activities. As the honorary chairman of the China Radiological Society, Dean Chen Xingrong realized that this was an activity that was very helpful for the development of China's medical informatization. He began to take charge of the promotion and consideration of some organizations and introductions in China.
In 2005, because of my work relationship, I had a common technical understanding and hobbies with Ellie, who was then co-chairman of the IHE Radiological Technical Committee. I had a deep understanding of each other and started to understand IHE. I thought it was a good thing. So, at the World Medical Physics Conference that year, Ellie was invited to come to China to give lectures. The report is in Beijing and there are many listeners. At that time, Teacher Yang Guozhong attended the lecture and listened to it from the beginning. Under the meeting, Mr. Yang communicated with Ellie on the definitions of “Profile” and “Enterprise”, which will have an impact on the future understanding of IHE and the translation of many important terms.
On December 18-19, 2006, the "IHE and China Medical Informatization Standards Seminar", hosted by the China Biomedical Engineering Society and co-organized by the Kodak Medical Group Global R&D Center, was held at the Ramada Plaza Shanghai Pudong. The main content of the two days was Ellie introduces IHE from beginning to end. At the same time, the former Dean of Huashan Hospital, Professor Chen Xingrong, Honorary Chairman of the Chinese Radiological Society, and Director Liu Bisong of the National Institute of Standardization attended the two-day lecture and also made a report. Dean Chen’s report is “I and IHE”. From the perspective of a radiologist, I explained the understanding of IHE and the urgent need for IHE in the Chinese radiology community. The Song Jianning Institute of the Chinese Academy of Sciences was unable to attend due to illness. I explained his report "IHE-China's medical informationization must pass the road" and strongly called for the importance and introduction of IHE. After the meeting, the Digital Medical and Medical Informatization Branch of the China Biomedical Engineering Society decided to promote IHE as an important part of the club.
The conference began the promotion of IHE activities nationwide. In fact, before this, Professor Chen Xingrong has carried out a series of work. As the honorary chairman of the China Radiological Society, he participated in the RSNA (RSNA is one of the two IHE's two sponsoring and support associations) activities, and communicated with the president of RSNA, together with Dean Dai Jianping (when the chairman of the China Radiological Society), to understand and I contacted IHE and started some promotion and implementation work after returning home.
After the meeting, everyone discussed and elected the highly respected President Chen Xingrong as the chairman of IHE China. I invited Academician Liu Yuqing, an academician of the Chinese radiology community, to be the honorary chairman. Dean Dai Jianping was the chairman of the China Radiological Society, the president of the Tiantan Hospital, and the chief medical officer of the Beijing Olympic Games. Too busy, but in order to support, I also agreed to support as an honorary chairman. As the Secretary-General, I was responsible for the specific organization and promotion work.

Hairpin:

In April 2007, the first strategic seminar was held at the Ramada Plaza Shanghai, an important representative of the parties, Chairman of the China Radiological Society, Vice Chairman of the China Medical Equipment Association, Vice President of the China Hospital Association, Dean Dai Jianping, Chinese Biomedicine Professor Yang Guozhong, Vice President of the Engineering Society, Liu Bisong, Director of the Institute of High Technology of the China National Institute of Standardization, Professor Chen Xingrong, Honorary Chairman of the China Radiological Society, Professor Zhong Guokang, Huashan Hospital, and Dr. Zhang Jiwu, Director of Digital Medical and Medical Informatization, China Biomedical Engineering Society The first strategic development seminar. Dr. Jiang Feng, Chairman of China Medical Device Industry Association and General Manager of China Medical Device Industry Corporation, expressed support and opinions on specific implementation by telephone.
Before and after the meeting, Dean Chen Xingrong took the initiative to propose that because of his age, and not the current chairman of the China Radiological Society, he suggested that the president of the China Radiological Society, Dai Jianping, be the chairman of IHE China, and that President Chen is willing to serve as the honorary chairman. The launch. The high-spirited festival led by the older generation of experts has become an important driving force for the development of IHE China activities.
Dean Dai Jianping is even more touching. At that time, Dean Dai had just recovered from a disease, his speech was affected, and the 2008 Beijing Olympic Games was almost imminent. As the chief medical officer of the Olympic Games, he still took time to go to Shanghai to face the Olympic task that was above all else. First strategic seminar. This conference, the first meeting of the IHE China Strategy Committee, was an important milestone in the beginning of the IHE China event. At this point, IHE China activities can be officially started. The sponsors have six national-level agencies:
  • China Radiological Society (National Second Institute, RSNA counterpart)
  • China Biomedical Engineering Society (National First Class Institute)
  • China Medical Equipment Association (National First Class Association)
  • Chinese Hospital Association (National First Class Association)
  • China Medical Device Industry Association (National First Class Association)
  • National Institute of Standardization
Six units issued a joint initiative to launch the IHE China event.

Other early contributions:

As mentioned earlier, as early as 2002, Dean Chen Xingrong contacted and began to consider promoting IHE in China. After that, Professor Zhong Guokang of Huashan Hospital, under the guidance of Dean Chen Xingrong, has carried out many IHE-related promotion and implementation work. Including the translation of a large part of the IHE English documents, many of which have become the reference basis for many translations in China. At the same time, Professor Chen and Professor Zhong actively wrote and published many articles related to IHE, and began IHE's ice-breaking efforts in China. What is even more commendable is that before the national activities were not fully launched, Professor Zhong, with the support of President Chen, organized a Shanghai-based committee, including many professionals in the industry, and invited Zheng Jianli from Shanghai University of Technology. The professor organized a test research laboratory, began testing the water, and tried some Connectathon test activities in the Shanghai area. These efforts have made a long-term contribution to the promotion of IHE in China.
There is a small episode. In 2009, I remember that one day, the dean gave me a call and asked me to accompany Dean Chen Xingrong to Beijing to see Minister Zhu. Early in the morning, President Chen and I took an early flight to Hongqiao at Hongqiao Airport. The meeting place was at a restaurant near Zhu’s home. When Minister Zhu appeared in front of us, we understood why we chose the meeting place there. Minister Zhu was promoted by a secretary in a wheelchair. It turned out that Minister Zhu had just been injured, his leg was broken, he was plastering, he was being treated, and he could only sit in a wheelchair. Everyone is very touched. Dai Dai, Secretary General of the Equipment Association Bai Zhipeng, and Deputy Secretary-General Meng Jianguo attended the meeting. Minister Zhu and Dean Chen are old friends. They are very respectful of Dean Chen. They have a detailed understanding of the IHE and Connectathon testing. It is definitely a very useful tool for the development of China's medical informatization. Thanks to President Chen. Advocate and work hard to advance, and give specific instructions on the difficulties encountered in the process of advancing. They said that they should personally help to solve the problem and hope to promote it in China and become a good project for sustainable development.

Taiwan issue:

Like other academic or sports, health, culture and education international activities, it is easy to encounter problems with Taiwan. In particular, at the time of the Beijing Olympics, various political forces did not miss any nuances to make it difficult for China, and IHE The first thing to participate in international activities is the fact that Taiwan has participated in some international activities of IHE. Before the inaugural meeting of the IHE International Committee, I participated as a representative of China. Before entering the meeting, I carefully understood the information in this regard, and immediately gave feedback to Dean Dai, how to deal with it. Dean Dai, with his political height and political wisdom led by the Beijing Olympic Organizing Committee, can provide guidance, which can exist, but the name should be clear, called "China Taiwan", and the bottom line is "Chinese Taipei." I communicate with IHE International accordingly. It is better that the members of the IHE International Committee are professional and technical personnel, including Taiwanese colleagues are also professionals, so there is no interest in politics. I don’t want these factors to affect China’s large market countries to participate in IHE international activities. Just write the official documents and the names on the website as "China Taiwan." This relieved us from participating in the political barriers of the IHE International Committee, especially during the sensitive period around the Beijing Olympics.
Education, publicity, promotion:

Since 2007, we have organized a number of articles to introduce IHE and launch promotional activities. I remember a review of IHE. Because of the busy work, there is rarely a lot of time to write things. During the five-day holiday of the Spring Festival that year, my cat was in the attic, finishing the IHE from technology to organizational behavior and implementation, and completed a review article "IHE Introduction." This article is the first, and is still the most complete system to introduce IHE's review, which can be a reference for getting started.

We also actively carried out lectures, training and promotion work. I am very grateful to the colleagues of the China Biomedical Engineering Society. In that year, as long as we were able to seize relevant exhibitions and academic conferences, we organized special lectures and summit forums. Special thanks to Zheng Quanlu, the vice chairman of the China Biomedical Engineering Society. As the vice president of Neusoft Group, the business is busy, but as long as it is our publicity activities, he is actively presenting support, with his industry status and appeal, loudly For the IHE event drums and calls. The other is Jiang Feng, president of China Medical Device Industry Association. As the general manager of China Medical Device Company, even if he is unable to attend because of his busy work, he is also actively represented and provides venues, services, etc. based on the advantages of his exhibition organizers. And so many conveniences. Also, Teacher Yang Guozhong has been involved in and specifically guided my work. From the understanding of IHE, the definition of professional vocabulary to the development and promotion of the whole activity, Mr. Yang guided me to find a reasonable solution with his rich experience and wisdom. Mr. Pu Hanshen, with his extensive industry contacts and rich experience in organizing events, has guided and personally organized many activities, introducing and establishing a wide range of social support forces. There are many other teachers and colleagues who can't introduce them here, and they also express their gratitude.

global cooperation:

As an introduction to the event, in addition to learning the documents obtained, it is also important to observe the internationally mature operational experience. Because of my work, I visited the United States, Europe, and Japan, and each time I arranged to communicate with the person in charge of the local IHE activities. Especially in Japan, because our company participated in the Connectathon test of IHE-J (IHE Japan), and it is an important member unit, and has the opportunity to participate in and understand the operation of Japan. I am very grateful to the support of my Japanese counterparts. They have very openly introduced their operational practices and provided good guidance for our testing activities in China.

start testing:

From May 26 to 28, 2008, IHE China's first national Connectathon test was conducted at Beijing Tiantan Hospital, and 12 systems from 7 manufacturers participated in the test. The test was very successful.
Here, it is necessary to talk about a standard landing problem. In order to truly carry out the test, it is necessary to have in-depth technical understanding and practical experience for the profile to be tested and the engineering method to be implemented. In particular, the management of the test and the test software need to have sufficient engineering and technical ability to understand and apply. Including training for companies participating in the test, supervision during the test, and evaluation of test results require deep technical skills. The three young people, Zhan Zhigang, Meng Chengbo and Zhuang Jun, have made tremendous contributions in this process. Because of their work relationship, they have participated in IHE Japan's testing activities, personal experience, combined with solid technical skills, and also spent a lot of energy to deepen understanding and development of related test management and testing software. Before each Connectathon test, they have to give lectures, run classes, and train technicians from various manufacturers. All of this is an important foundation for IHE's testing activities.

Registration organization:

Chinese characteristics need to be done in a Chinese way. In the words of Dean Dai, it is "depending on the government and introducing the international community." With the support of six national societies, associations and professional institutions, in 2008, IHE China officially obtained the approval of the Ministry of Civil Affairs and established the “China Medical Equipment Association Medical Equipment Information Interaction and Integration Branch (IHE-C)”, which is affiliated with China. Under the Medical Equipment Association, it became the national secondary association. The Equipment Association has done a lot of work on the national promotion of IHE activities. The chairman of the board of directors, Zhu Qingsheng, personally took the lead. Minister Zhu once spent an afternoon watching IHE's Connectathon test. I am very happy and said, "I have been looking for such a thing for many years and I am very helpful in the development of China's medical information." I think this is a benefit to the people and the fair. A powerful and impartial tool, presided over the meetings of the Strategy Committee and called for active promotion. Professor Bai Zhipeng, Secretary-General, actively organized and deputy secretary-general Meng Jianguo (formerly the director of the Ministry of Health) to take advantage of the association's national influence and make the IHE activities develop rapidly through the various influences of the association.

develop rapidly:

By March 2013, there were more than 700 members, more than 10 training and testing supervisors, and over 60 inspectors. It has formulated special test requirements for PACS system, special test requirements for regional information platform, special test requirements for laboratory test systems, special test requirements for CR and DR equipment systems, and special test requirements for ultrasonic diagnostic systems.
In the past few years, the scale of the test has increased exponentially and rapidly. Eight tests have been carried out in total, and 196 have applied for 3 fields of radiology, IT infrastructure and experimental science, and 2280 functional roles in 24 integrated modes. Through 1767 functional roles, the pass rate is 77.5%. The testing field has been expanding year by year, and the depth has been increasing year by year. From IHE-C Connectathon 2008 to IHE-C Connectathon 2013, it has expanded from one field of radiology to radiology, IT infrastructure, experimental science and PACS systems and regions. Special tests for medical information platforms, laboratory testing systems, CR/DR equipment systems, and ultrasound diagnostic systems. Expanded from the initial three integration models to 24 integration models.
It is necessary to say that participating in the IHE test is of great help to many manufacturers, especially the emerging small and medium-sized enterprises, the development of medical information products, the standardization of communication interfaces and product quality.

International attention:

The rapid development of IHE in China has attracted the attention and envy of international IHE. In particular, China's original product testing has passed the certification method and is considered by IHE International as an effective way. It is being discussed globally and hopes to be promoted globally. It can be seen that Chinese characteristics will also become internationally advanced.

Important contributors:

The initiation, development, growth and success of the entire IHE China event are the result of many people's efforts. There are many leaders, experts, professionals in the medical field, and professional and technical personnel from equipment manufacturers. Everyone has shared common views and the same wish, and under effective coordination, a strong driving force has been formed. These important contributors include (but are not limited to):
  • Dai Jianping (Director of China Radiological Society, Vice Chairman of China Medical Equipment Association, Vice Chairman of China Hospital Association, Dean of Tiantan Hospital, Chief Medical Officer of Beijing Olympic Games)
  • Chen Xingrong (Honorary Director of China Radiological Society, Dean of the former Huashan Hospital)
  • Zhu Qingsheng (Director of China Medical Equipment Association, former Deputy Minister of Health)
  • Yang Guozhong (Deputy Chairman, China Biomedical Engineering Society)
  • Zheng Quanlu (Vice President of China Biomedical Engineering Society, Vice President of Neusoft Group)
  • Jiang Feng (Director of China Medical Device Industry Association, General Manager of China Medical Device Industry Corporation)
  • Ren Guanhua (Director of the National Institute of Standardization)
  • Zhang Jiwu (Director of Digital Medical and Medical Informatization, China Biomedical Engineering Society)
summary:

Historical development has its inevitable, which is why many major scientific discoveries will be completed at the same time by individuals or institutions in different places. Why are different people inventing similar things in different places at the same time, why are they big? The company is almost always at the same time when new products are launched (think of the development cycle of these products for one to two years, as well as the strict new product confidentiality system of each company, indicating that they are beginning to realize this demand and realize this demand. Technology maturity). But each implementation is done by a specific person, or group, such as Edison inventing electric lights, Bell inventing radio reports, George Eastman inventing dry film technology, etc. Their understanding of historical trends at the time, for the time The mastery of technology and the familiarity with them, as well as their accumulation and possession of resources, and of course the personal hard work, have made these people the people who have been chosen by history to accomplish this mission. As far as the introduction and promotion of IHE in China is concerned, achieving this historical mission requires three major elements: (1) external, grasping trends and mastering the most advanced trends, with sufficient in-depth understanding and continuous participation; (2) internal and clear Explicit and implicit social influence relationship, can call, persuade, influence domestic related government agencies, enterprises and institutions, industry associations, etc.; (3) Moreover, there should be in-depth understanding and concrete realization of the ability to be able to operate Guide the implementation. The specific events that occur in each historical trend will have one or some people (or organizations) with the key elements of realizing this historical event because of their experience, status, ability, etc., and these elements are in one body, these people or institutions It is the best person to achieve this historical event. This is what we call the historical mission. It is "God Choose This Person" in English.
